So much for that post...

All my plans for today's post went out the window when I got this email from Coralations. Take your time with it, read it all, check out the links. Read. Think. Act.

On July 13 2010 an announcement was placed in Primera Hora regarding a municipal proposal soliciting Federal HUD money to build a small shopping mall on Culebra.  There is 15 days from the 13th of July to comment on this project:

The project consists of the construction of a building with two floors of 5,000 square feet.
10 spaces 500 square feet each with an initial rent of
$ 700.00.
This center is built to meet the needs of the population in Culebra, which at present can not be met due to lack of trade that address. Commercial space will be enabled for the following:
1) a barber shop, 2) a pharmacy, 3) a fast food restaurant, 4) a laundry mat, 5) two doctors, 6) one dentist, 7) one lawyer, 8) one engineer, 9)a beauty salon, and 10) a clothing store.

USFWS issued a letter of exemption entitled "blanket clearance letters for federally-funded and authorized project as a federally funded HUD project that fit criteria #4: "Rebuilding of demolished single family homes or community buildings, provided that the new construction is within existing footprint of the previous structure and /or within pre-existing grassed or paved areas, and that the lighting associated to the new facilities are not visible directly or indirectly from a beach.

Did anyone remember seeing this announcement posted around town,or issued to the press? It references multiple projects and I am sure i would have remembered this. The mayor certifies that it was posted in 2005 all over Culebra and referenced a number of projects.
